No. You have to be capable and aligned. Exceptional genetics are sourced. We screen donors, rank embryos, and use surrogacy when that is the efficient path. Residents are the people who build the habitat and raise the children. Some residents will also be donors or genetic parents. That is welcome. It is not the door.

Merit of the genome and merit of the operator are both real. They are scored on different ledgers so the foundry can staff itself. If we only admit people who are both elite genotype and elite operator, we get a brochure and no town.

Scientific racism ranked continents as blocs and treated the label as the conclusion. Arx does not. Population structure and allele-frequency differences are real and are not denied. They are also not the membership test. The test is measured traits, polygenic and phenotypic records, developmental outcomes, and coherence with the founding stock of the foundry. A portable allele may be kept wherever it appears. A polygenic stack is conserved as an ensemble. Selecting the stack is not the same as ranking a census category, and it is not the same as declaring all ancestries interchangeable.

Germline editing remains limited by off-target risk, mosaicism, and incomplete maps of polygenic interaction. Until multi-generational safety data exist, rewriting the germline is outside the operating v method of the foundries.

 Parentage remains. The four leave with their legal parents, or a host court decides. The node does not keep them.
