Note. This page is a public summary of design intent. It is not the constitution, not legal advice, and not an offer of membership, housing, medical services, or reproductive services. The controlling text is the instrument itself, once adopted. Clinic and gamete-bank rules are a separate, entrenched charter. They are explained to people who join. The schedules in that charter are not restated here.
The Federation is bound by a written constitution. Some articles cannot be amended. That limit is the point. A short unamendable core is what lets the Federation hold title, set foundry standards, and direct capital without the project being voted into private estates or a different purpose.
Title sits in that core. Land and buildings belong to the Federation. An Arx is a foundry the Federation owns. Operators and residents do not take the ground. A vote of current occupants cannot convert foundry land into fee-simple holdings.
Genetics sits in that core as a foundry function, not as a housing code. The Federation clinic and gamete bank are bound to a published charter. That charter sets a high genetic bar and a closed ancestry schedule for gametes, embryos, and children produced through Federation services. Both gates apply. Favored ancestry does not waive the genetic bar. Clearing the genetic bar does not open an off-schedule file. Ordinary votes cannot lower the bar or open the schedule.
The constitution keeps those files off the door and off the lease. Membership, residence, and staff posts are not assigned by clinic tags. Who may live in an Arx and what the bank will collect and release are different questions. Joiners are told that before they join.
The unamendable articles also fix purpose and anti-capture rules: the mission is disclosed before anyone joins; exit is a right of the constitution, not a permission of whoever is in office. Those rules do not move when boards change.
Everything else can move, but not all at the same speed. Ordinary operating rules change by ordinary process. Entrenched rules—capital waterfalls, operator standards, inter-Arx mobility, and the clinic charter’s schedules—change only by the slower process the constitution names. The eternity clauses do not change by that process.
This is why the Federation can be more centralized than a loose compact. The center is strong where capture would kill the project: title, audit, foundry standards, the clinic charter, and the allocation of land and capital. It is weak where a constitution should be weak: daily life inside a node that has already accepted the charter.
People who want the enacted text, the amendment table, or the clinic charter will get those documents in the proper channel. This page is only the frame.
